Agricultural History

Scholars have argued for the importance of industrial accidents and urban precarity in laying the groundwork for the European welfare state in nineteenth-century France. Given the central role that farming played in French economic, political, and cultural life, however, agricultural insurance was among the first and most frequently debated aspects of nineteenth-century attempts to apply insurance to the “social question.” This article explores what François Ewald has termed the “insurantial imaginary” of agricultural insurance by examining debates about which threats could or should be insured and who should insure them. Despite widespread consensus on the virtues of expanding insurance into the countryside, there remained huge areas of disagreement: What counted as an insurable risk in agriculture? How should that risk be assessed? And whose responsibility was it to insure such risks—that of private individuals or the French state? This article argues that the repeated failures of the various proposals designed to protect peasants against the vagaries of nature had as much to do with practical impediments as they did with ideas about the “naturalness” of certain dangers. This perception of the “natural” would inform the construction of the French welfare state.

This article examines the late nineteenth-century process whereby elite British dairy companies used the tools and the rhetoric of scientific management to gain market hegemony, marginalizing small and often rural dairy farmers. This was in the context of increased parliamentary demands for the regulation of the milk industry fueled by fears of milk-borne disease and the nutritional quality of cow’s milk. Whereas historians have assumed that dairy farmers were resistant to central oversight, elite and self-labeled progressive companies such, as the Aylesbury Dairy Company in London, used agricultural science to become drivers in agricultural reform. While that change was not without significant pushback from small-scale dairy farmers, the most pressing problem was that a wide variety of scientific experts vied for agricultural expertise on cow’s milk, including veterinarians, medical officers of health, chemists, and bacteriologists. These burgeoning professions competed and jostled for authority even as they were being used by elite companies to reorganize the British dairy industry.

Milking Science for its Worth: The Reform of the British Milk Trade in the Late Nineteenth Century

The US Government concluded Public Law (PL) 480 Title I agreements with Japan in 1955 and 1956. The purpose of this article is to reexamine Japanese market development programs under PL 480. The findings are as follows: (1) Japan was regarded as a potential market for rice and other US commodities as well as wheat; (2) Judging from Japanese and US government documents, USDA officials did not intend to replace Japanese rice with US wheat; (3) Market development plans for US rice had failed due to the damaging effect on diplomatic relations with Southeast Asia and the contradiction with Japan’s food policy. Among the crucial factors that decided the market development program results, this article emphasizes the importance of recipient countries’ policies and multilateral relations. Metamorphosis: The Rice Boom, Environmental Transformation, and the Problem of Truncation in Colonial Lower Burma, 1850–1940

From 1926 to 1974, the United Fruit Company operated the Lancetilla Experiment Station near Tela, Honduras. As a laboratory and botanical garden where one of the world's largest living collections of tropical fruits could be found, it stood in apparent contrast to the vast banana monocultures of the surrounding area. While United Fruit's infamous plantations depended on the application of pesticides and chemical knowledge to produce a single commodity crop, its Lancetilla Experiment Station pursued a broad research program oriented toward agricultural diversification. This essay examines the history of Lancetilla to explore the company's sponsorship of science and the multiple, shifting meanings of “diversification” within this prototypical transnational agribusiness. The history of experimentation at Lancetilla reveals a range of contested visions of economic development in twentieth-century Latin America, and it is a history that has left surprising traces in both local Honduran landscapes and the face of global agribusiness today. Ultimately, by introducing oil palm to Central America, United Fruit's crop diversification project served to replace one monoculture with another.

The Uses and Limits of Materialist Approaches

Drawing on county-level foreign trade archival documents, this article explores export production in the rural Pearl River delta during the 1960s and 1970s, focusing on the relationship between local foreign trade agencies and grassroots collectives in three counties. The study contends that, instead of the state having complete control of the entire production and procurement process, rural export production in the Pearl River delta demonstrates remarkable diversity and responsiveness to fluctuating overseas market conditions, whose adaptability, however, was significantly constrained by the grain-first policy during the Maoist era. This research further posits that the interplay between control and autonomy mechanisms shaped the institutional context in which rational, calculating Chinese peasants navigated the Maoist state. Notably, the state was not a monolithic entity, and its boundaries with the peasants were permeable and dynamic.

The organization of sweet potato research across global regions began in earnest in the 1980s. Leading international institutions, notably the Consultative Group on International Agricultural Research, recognized the potential for science-driven development of a “neglected” crop. Sweet potato was second only to potato in root crop cultivation worldwide and the top tuber in Asia yet had not been subject to the internationally coordinated research that its importance merited. This article explores how scientists involved in sweet potato research attempted to respond to the call for new international research and development efforts while avoiding the limitations of predecessor programs associated with the Green Revolution. It highlights the challenges inherent in this work by focusing on ambitions for—and challenges to—providing standardized information about samples of varieties used in research and entered into gene bank collections. As scientists and institutions grappled with critiques of the top-down model of development, many sought to address these through more inclusive research practices. As the article shows, accommodating diversity in crops and among cultivators and cultures entailed costs that ultimately limited the longevity and effectiveness of some enterprises that sought to maximize inclusivity.

In 1937—one year after the Fascist “conquest” of Ethiopia—the Italian East African Empire was on the brink of an economic and food crisis. In order to feed the newborn empire's growing Italian population, Mussolini's regime launched a call for agricultural mobilization meant to rapidly make the empire self-sufficient in wheat, the main staple of the Italian population. This article analyzes the scientific foundations of the program of imperial “wheat autarky” and its materialization during the “wheat campaigns” between 1938 and 1941, particularly focusing on the introduction of and experimentation with hybrid wheat seeds in the Ethiopian highlands. The article shows the key role played by Italian agronomists and plant breeders in the framing and implementation of wheat autarky in the Fascist empire. Contrary to the historical emphasis of Fascist propaganda on the technological and human colonization of Ethiopia by Italian agriculture, the article also argues for the crucial position of indigenous farming within the colonial project of wheat development. Finally, Ethiopia's environments and its nonhuman actors became essential protagonists in the unfolding of these agricultural plans. The article makes the case for viewing wheat rust—a fungal plant disease—as a key component of the evolution and demise of the Italian occupation of Ethiopia.

How to Feed an Empire?

This article explores how Swiss agronomists and farmers experienced, perceived, and interpreted the modernization of North American agriculture from the late nineteenth to the mid-twentieth centuries by examining a series of travel reports, correspondence, diaries, photographs, and film material that they produced about their study trips to the United States and Canada. These sources are an interesting point of departure for transnational perspectives in agricultural history; they reveal not only a great deal about the expectations, anxieties, perceptions, and prejudices that Swiss agriculturalists expressed in their encounter with agricultural institutions, economic mentalities, and farming practices on the other side of the Atlantic, but, in a much broader sense, also about the contested visions of agriculture in the age of industrial capitalism. The article examines how these visitors perceived and interpreted the patterns of agricultural modernization in the United States and Canada and how they comparatively embedded these observations in the epistemic paradigms shaped by their experiences at home. Furthermore, the article explores how the preoccupation with American agriculture and the transformation of knowledge, technology, and practices across the Atlantic shaped the patterns of change in agriculture in Switzerland.
