Due to the increase in video content being generated from surveillance cameras and filming, videos analysis becomes imperative. Sometimes it becomes tedious to watch a video captured by a surveillance camera for hours, just to find out the desired footage. Current state of-the-art video analysis methods do not address the problem of searching and localizing a particular object in a video using the name of the object as a query and to return only a segment of the video clip showing the instances of that object. In this research the authors make use of combined implementations from existing work and also applied the dropping frames algorithm to produce a shorter, trimmed video clip showing the target object specified by the search tag. The resulting video is short and specific to the object of interest.

Online criminal and terrorist activities impact society at individual, organizational and national levels. This makes cybersecurity risk a society risk, one in which cyber-attacks affect the whole community. As such a government led cybersecurity response is important, where government, private entities, and individuals each have a part to play. In this study online discussions on cybersecurity in Botswana were analysed to assess the cybersecurity risks and activity in the country. A public cyber threats register is not available in Botswana and organizations do not benefit from shared knowledge on cybersecurity threats and their mitigations in the country. As such Open Source Intelligence data is used to analyse the threats in Botswana. This study concluded that Botswana could benefit more from nation-wide data publicized by the government as this will help support industries that are most affected.

Analysis of the Cybersecurity Threats in Botswana Using Publicly Available Data

One strategic area in research and development is to promote innovation for economic development and technology transfer. In a knowledge-based economy, innovation is omnipresent, and its significance is never disputed. Tanzania is aware that information and communication technology (ICT) is the major enabler of socio-economic growth; hence, it needs more ICT innovations, which has shown a slow growth due to many challenges. ICT innovation has significantly impacted private sectors compared to public sectors. The main challenge is mainly in public sectors and individuals. The study explores ICT innovation challenges towards effective participation in innovation actors. The methodology includes a systematic literature review and the primary data collected from the case study area on Tanzania's public and private sectors. The study revealed that though funding and capital to Innovation factors are the major challenges, more challenges have been explored. The study comes up with best practices to persuade ICT innovation participation from the grassroots to the university.

Exploring the Challenges Facing the ICT Industry Innovation Processes in Tanzania

Impact assessments are crucial for measuring the effectiveness of developmental projects. However, hurdles such as the complexity, limited applicability, and lack of empirical evidence of impact assessments are hinderances to use impact assessments more widely. Computer-based tools could help ease these problems as they can help the implementation process and foster usage. However, currently there are no computer-based tools available to support ICT for development (ICT4D) impact assessments in the educational domain. For this research, a computer-based tool was developed to support impact assessments of ICT4D projects in education (EDU4D). A literature study was performed and interviews with field experts were conducted to decide upon the requirements. Subsequently, a computer-based tool was developed that aims to guide the user to accurately perform a situational impact assessment method for EDU4D (SIAM-Ed) and to work in low resource environments. Finally, a small pilot study was conducted that showed positive results on the effectiveness of the tool.

Development of a Computer-Based Tool for Supporting Impact Assessments of EDU4D Projects

The role played by the use of technologies in improving business processes is vital. Taking SMEs, for example, mobile phone technology is used to perform multiple activities, especially in developing countries that are characterized by low ICT readiness. The effective uptake of any technology requires maximum acceptance amongst individuals. While various factors have been studied on how they relate and influence intentions and actual usage of mobile phones amongst employees of SMEs, there is a lack of research that focuses on the social influence in that context. This is a quantitative study performed using SEM involving 459 respondents. The study extends TAM with a subjective norm before testing a resulting theoretical model. The results show that subjective norm has a significant influence on both the perceived usefulness and behaviour intention. This paper also provides recommendations to the key stakeholders on the approaches to utilization of mobile phone technology in SMEs.

Impact of Normality Pressure on Acceptance of Mobile Phone Technology

Existing studies in Developing and Newly-Industrialised (DNI) countries merely analysed the load demand forecasting methodologies, with little emphasis on consideration of data quality, provision of research agenda and the proposition of the design architecture of load forecasting. Therefore, this paper surveys 22 articles from 18 DNI countries, attempting to investigate the load forecasting methodologies as well as data cleansing mechanisms, and then proposes a general design framework for these countries. A systematic review protocol is applied in this study to achieve unbiased and scientific-based findings. Economic growth, number of customers, price of electricity, temperature, calendar events, and daytime found to be significant drivers of electricity consumption. Furthermore, the findings indicate that 63.64% of the surveyed load forecasting mechanisms considered the inclusion of outlier-removal preprocessors. This paper has pinpointed the issues pertaining to load forecasting in the DNI countries such that a robust model, fitting a context can be built with efficiency.
