International Journal of Urban Sciences

City development strategy (CDS) has transformed numerous cities in developing countries to cope with the unprecedented challenges of the twenty-first century. However, the CDS literature indicates that the needs, culture, and planning background of a city determine its CDS themes and methodologies. Drawing upon various CDS experiences, this paper provides an overview of the theory underpinning CDS, its themes, and building blocks to elucidate a more comprehensive understanding of CDS as it applies to real-world cities that have employed CDS and those who plan to do so in the future to confront their challenges and achieve their goals. This paper conducts a comprehensive systematic review, inclusive of journal articles and international CDS implementation literature as previously reported by international agencies and local governments. From this review, a number of recommendations have emerged for cities wishing to apply CDS. This paper makes a significant contribution to the CDS literature by clarifying the theoretical background, themes, and building blocks that are features of successful CDS implementation.

The literature on housing affordability has grown rapidly since Hulchanski [1995, p. 489. The concept of housing affordability: six contemporary uses of the housing expenditure-to-income ratio. Housing Studies, 10(4), 471–491] declared that housing researchers should avoid using the term since it is not a robust concept and measurement often lacks validity. In the ensuing 24 years, however, scholars have continued to debate the definition and measurement of housing affordability as well as the prevalence and type of ‘housing affordability problems’ in various countries. This paper is a think piece which takes a fresh look at housing affordability as a concept which has persisted despite considerable contestation and scepticism about its use. It provides a critical and multi-disciplinary assessment of housing affordability starting with early conceptualization of the nexus between economic principles and social norms about housing and living standards to a reworking of housing affordability in the twenty-first century as an urban issue affecting lower and middle-income households in cities, as a consequence of the financialization of housing and urban restructuring. It argues that the housing affordability concept has been repurposed such that the focus is less on understanding housing expenditures in contributing to poverty and disadvantage within the domain of social policy and more on the urban policy challenges of growing inequities in access to urban resources. The paper highlights the challenges for urban policy in adopting and adapting rather than rejecting a multi-dimensional concept of housing affordability and consequently the importance of new ways of measuring urban housing affordability.

The housing quality impacts on women’s self-efficacy during the outbreak of the COVID-19 pandemic: A case study of Kerman, Iran

Despite significant efforts to enhance accessibility to transportation facilities and transit-oriented development (TOD), the rapid expansion of cities has hindered improvements in citizens' access to transportation facilities. This study addresses these challenges by aiming to delineate key factors pertaining to access distance that facilitate successful station area development and to identify areas requiring enhancements in public transport access. To measure accessibility and the factors affecting it, various types of mobility and demographic data, including transit fare card data, residential and workplace population density, and the count of bus stops and metro lines, were used to assess access distance characteristics. Findings indicate that bus stops within 500m of metro stations tend to have more bus stops within a 500m radius and lower residential population within a 100m radius, compared to stations with access distances exceeding 500m. Bus stops in the 500m range outnumber those beyond 500m, and their associated residential and workplace population densities are lower. Considering the number of bus stops as well, stations indicating access distances exceeding 500m are relatively scarce in public transportation, indicating lower public transportation accessibility. Therefore, this study suggests that when developing station areas within urban centres, priority should be given to areas where subway station population density is high but distributed over a wide area and the number of bus stops within the station area is low. These findings on the walkability quality factors and considerations to assess the walkability will be a great reference to the policy decision makers to prioritize TOD areas.
