Urban Studies

This paper adapts the concept of heterotopia to understand youth transitions through spaces of night-time cultural infrastructure. While youth transitions in the urban night have been well theorised, what these transitions mean for diverse cultural infrastructure provision has received less attention. Drawing on ethnography of a local punk music scene in the Australian city of Wollongong, the paper analyses how the scene was connected to one specific venue, an alternative ‘haven’ in a monopolised night-time economy. Participants revealed a trend of repetitive yet relatively fleeting association with the local scene and venue, at times a site of hedonism and celebration but also enabling grief and rites-of-passage. Temporal elements of heterotopia are developed to interpret the venue’s valued sense of ‘difference’ during active participation, but also long after association with the space. Such transitions are poorly understood, especially in planning and policy debate, influencing the way night-time cultural infrastructure is provisioned.

While the effects of city size on urban income distributions have been studied, there has been no analysis of the separate effects on male and female income distributions. We assume that urban male and female labour markets are largely segmented. This is supported by the evidence for Canadian cities in 1970 and 1980. Cities with greater male income equality do not necessarily exhibit greater female equality. Further, the variables which contribute to equality for males are different from those for females. An examination of changes in gini coefficients from 1970 to 1980 suggests that the variables which influence inter-urban differences in income equality have little effect on dynamic changes.

Causal evidence of housing premiums of new metro lines is indispensable for financing and governing infrastructure investments. Previous studies have investigated the housing effects of urban rail transit with varying methods, while causality remains unsettled. This study used a natural experiment to estimate the causal effects of the new metro interventions on housing premiums in Shenzhen, China. We used metro planning knowledge, reasoning on pursuits in land finance and engineering efficiency to verify the as-if randomness of the treatment–control group assignment in the natural experiment to reinforce the power of causal inference. We applied hedonic difference-in-difference (DID) models to estimate the average treatment effects based on the longitudinal housing price and rent data. We found that housing rents increased significantly and consistently after the metro entered operation, but the price premium varied. In addition, the rent premiums around new metro lines showed a price gradient over the distance to stations. Our findings provide scientific evidence for designing value capture mechanisms (e.g. value-added property tax and rent revenue) to recover metro investment costs in China.

New metro and housing price and rent premiums: A natural experiment in China

This paper shows that there is superlinear scaling of vacancies with employment size. That is, there are disproportionally more vacancies relative to employment in urban areas, not just for overall employment, but also for occupational and educational classes. Hence vacancies are more strongly concentrated than the jobs to which they refer. Moreover, we find that, compared to all employment, the concentration of labour demand increases with required skill levels. We show that the stronger growth of jobs in cities is unable to explain this finding and propose an alternative explanation based on vacancy chains in spatially related labour markets. The results suggest that on-the-job searchers have better possibilities in cities to improve their position. This helps explain the higher mobility of especially younger workers in cities and the superior quality of job-worker matches in large labour markets.

Are urban labour markets more dynamic? Vacancies and urban scaling

Striking disparities characterise the population growth of cities in industrialised countries. Some cities suffer from ongoing population decline, whereas other cities have experienced increasing numbers of inhabitants in recent years. Whether labour market conditions or amenities via their impact on migration primarily account for differences in cities’ demographic development is an important issue. This paper investigates the determinants of the migration balance of German cities between 2000 and 2007. The focus is on the mobility of workers because labour migration in particular affects the future prospects of cities. The findings suggest that not only labour market conditions but also amenities have an impact on the net migration rate. Moreover, large cities seem to be, ceteris paribus, more attractive than small cities. This finding possibly points to the importance of amenities such as cultural infrastructure and matching externalities in urban (labour) markets that are linked to city size. Urban policy aimed at enhancing the attractiveness of cities should thus consider both boosting the local economy and improving the quality of life.

What Makes Cities Attractive? The Determinants of Urban Labour Migration in Germany

As cities worldwide increasingly adopt commitments towards climate justice, questions remain about the ways that city governments will be able to fund more just climate efforts. While the use of novel debt financing schemes has been examined in the literature for its justice implications, scholars have rarely interrogated how the more mundane tools and practices of municipal finance can be applied to enable more just urban transitions. Here, we use the USA as a case study to analyse the impacts of climate change and climate action on municipal budgets and to examine how cities are adapting their financial tools and practices to advance climate action and climate justice efforts. We employ a mixed-methods research design that combines 34 expert interviews with a systematic content analysis of municipal budgets from 15 US cities of different sizes. We find that both climate change and climate action can contribute to cities’ fiscal vulnerability by imposing additional expenditures and/or reducing municipal revenues. While most cities lack transparency about their investments in climate action and climate justice, some city governments are implementing ordinary innovations that embed climate and justice criteria into budgetary practices and funding tools. These ordinary innovations reveal that cities are beginning to reimagine municipal finance in the service of more just climate futures.

Indian society presents heterogeneity across two identities – that is, religion and caste – that lead to heterogenous economic outcomes, but affirmative action is mostly applicable to caste. Our empirical models affirm that economically less secure households have a higher homeownership propensity in India. Minority religions and backward castes also have a significantly higher propensity to own homes. This is in sharp contrast to findings in the US where minority households are associated with lower homeownership rates. Further, religious and caste-based identities in India lead to different household behaviours in differing demographic mixes. Religious identity in India is more salient than caste identity in explaining differing homeownership patterns.

Salience of social identities in explaining homeownership patterns in India

Neighbourhoods are salient for many dimensions of individuals’ social and economic well-being, yet the impacts of rapidly emerging digital information and communication technologies (DICTs) on neighbourhoods and the social processes within them are understudied. This gap motivates this Special Issue, the themes of which we introduce here. We provide an overarching conceptual framework within which the topics, conceptualisations and empirical results of the 11 constituent research papers can be placed. Our framework posits multiple, mutually causal interrelationships between each element in the triad of neighbourhoods, individual residents’ characteristics and individual residents’ actions. In each element we focus on the role(s) of DICTs and their interplay with social processes. These technologies alter traditional housing search patterns, sometimes reinforcing existing segregation, but they also present opportunities for greater access to information and potential social integration. The issue’s 11 research papers, contributed by scholars from various global contexts, explore diverse aspects of these themes. They examine how DICTs mediate neighbourhood change by influencing local housing choices, amplifying or mitigating neighbourhood stigma and transforming social cohesion. By offering a rich empirical and conceptual exploration, this special issue aims to deepen our understanding of the transformative role that DICTs play in neighbourhoods, urging further research into their implications for neighbourhood change and urban social processes.
