This paper examines the impact of unemployment on out‐migration by distinguishing between return and onward migration and controlling for total earnings. We use Timing‐of‐Events models and control for the endogeneity of total earnings, unemployment and out‐migration using administrative data from the Netherlands. Our findings suggest that unemployment triggers return migration more than onward migration. When total earnings are low unemployment increases the hazard of return migration. When total earnings are high the hazard rate of onward migration for unemployed immigrants increases. Thus, these findings highlight that out‐migration is affected both by unemployment and by total earnings as well as by the interaction between the two.

This paper uses Canadian cross‐sectional income and expenditure data to examine changes in the distribution of family income and family consumption during the period 1978 to 1992. Family consumption data are analyzed because in the presence of intertemporal consumption smoothing, the cross‐sectional distribution of consumption may characterize the distribution of lifetime wealth. I find that both Canadian family income inequality and Canadian family consumption inequality moved countercyclically. In addition, both Canadian family income inequality and Canadian family consumption inequality trended upward over the period; however, the change in family consumption inequality was much smaller than the change in family income inequality, suggesting that inequality in the distribution of lifetime wealth may have changed much less than is suggested by changes in the distribution of income.

CHANGES IN CANADIAN FAMILY INCOME AND FAMILY CONSUMPTION INEQUALITY BETWEEN 1978 AND 1992

The asset costs of natural disasters in the United States grew rapidly from 1980 to 2023, with the trend rising 4.9% annually in real terms to $90 billion in 2023. Much of this trend in asset losses is likely due to climate change, and implies a faster depreciation of real assets. We argue that the expected depreciation from these events should be included in consumption of fixed capital (CFC), leading to lower levels and slightly lower growth rates for net domestic product (NDP) and net domestic investment. We use Poisson pseudo‐maximum‐likelihood regressions to estimate this expectation and to generate our experimental measure of costs. An alternative calculation of CFC and NDP might directly include the time series of costs incurred rather than the far smoother expectation; this was the procedure adopted before 2009 and resulted in abrupt changes in NDP.

Climate Shocks in the Anthropocene Era: Should Net Domestic Product Reflect Climate Disasters?

This paper examines the relationship between economic insecurity of the middle class and support for radical right parties (RRP) in 13 Western European countries. Economic insecurity is conceptualised as the occupational risk of downward mobility. To capture the potential mitigating effects of upward mobility prospects and a growing middle class on economic insecurity, I compute a novel index that incorporates the other two dynamics in addition to the risk of downward mobility. I find that economic insecurity differs across occupational groups and countries. Both measures are positively correlated with RRP support. The results highlight that the decline of the middle class has implications for the political sphere.

The Anxious Middle Class: Risk of Downward Mobility and Support for Radical Right Parties across Western Europe

The prevailing practice of defining classes of material deprivation based on the raw sum of a relatively small number of binary items has obvious advantages in terms of communication and ease of use. Do two people with the same raw score always have the same level of deprivation? This paper examines the methodological foundations of the raw score, comparing classical test theory with model‐based test theory such as Rasch measurement and item response theories. After discussing the merits and limitations of the different approaches, the paper legitimizes the raw score when the assumptions of the Rasch model are met. Based on the analytical procedure of the Rasch model and using the pre‐Covid data from the Survey on Income and Living Conditions, the paper also suggests how to develop a European scale for measuring material deprivation that ensures comparability across European countries.

Abstract Machine learning and artificial intelligence methods are being increasingly used in the analysis of patient level and other health data, resulting in new insights and significant societal benefits. However, researchers are often denied access to sensitive health data due to concerns on privacy and security breaches. A key reason for reluctance in data sharing by data custodians is the lack of a specific legislative or other methodological framework in balancing societal benefits against costs from potential privacy breaches. Consistent with traditional cost–benefit analysis and the use of Quality Adjusted Life Years (QALYs), this study proposes an economic test that would enable Research Ethics Boards (REBs) to assess the benefits versus risks of data sharing. Our test can also be used to assess whether REBs employ reasonable effort to protect individual privacy and avoid tort liability. Constructing an acceptable welfare test for health data sharing will also lead to a better understanding of the value of data.

A Welfare Test for Sharing Health Data

Survey‐to‐survey imputation has been increasingly employed to address data gaps for poverty measurement in poorer countries. We refine existing imputation models, using 14 multi‐topic household surveys conducted over the past decade in Ethiopia, Malawi, Nigeria, Tanzania, and Vietnam. We find that adding household utility expenditures to a basic imputation model with household‐level demographic and employment variables provides accurate estimates, which even fall within one standard error of the true poverty rates in many cases. The proposed imputation method performs better than several commonly used multiple imputation and machine learning techniques. Further adding geospatial variables improves accuracy, as does including additional community‐level predictors (available from data in Vietnam) related to educational achievement, poverty, and asset wealth. Yet, within‐country spatial heterogeneity exists, with certain models performing well for either urban areas or rural areas only. These results offer cost‐saving inputs into future survey design.
