Anthropologica

While no vaccine can provide 100 percent protection, a high standard of regulatory safety, efficacy and quality is essential for public trust and the uptake of vaccines as essential global public health tools. This article addresses a growing concern that suboptimal “leaky” vaccines threaten emergency response to pandemics as well as routine public health programs. Agile regulatory standards now advance earlier approval of vaccines and therapeutics that may have suboptimal effectiveness. The benefit-harm trade- offs that play an enormous role in regulatory assessment and all stages of vaccine development and delivery deserve better public scrutiny, transparency, and accountability. Drawing on the case of the first licensed malaria vaccine, RTS,S Mosquirix™, in light of the rapid approval of COVID-19 vaccines, we consider the socio-technical implications of leaky vaccines in global vaccine logics and suggest possibilities for building legitimacy to inform the next generation of regulatory technology policy.

Tout en rendant hommage à Sékou, un des collaborateurs importants de Global Vaccine Logics, qui nous a quittés en décembre 2020, nous voulons mettre en exergue la place importante que jouent les assistants de recherche et les jeunes chercheurs africains dans les projets de santé globale. Une partie de la trajectoire de Sékou tout en révélant par-delà les réflexions, les entrelacements entre santé, extraction et engagement, ramène à faire un appel vibrant pour améliorer les conditions de recherche dans les universités africaines et favoriser la décolonisation des conditions de production des connaissances pour frayer le chemin, laisser la place et donner parole et crédit à l’expertise de la jeune génération africaine qui prend la relève.

Scientists, resource managers and developers increasingly seek out Traditional or Indigenous Knowledge to deepen their understanding of the environment. Yet, even as the value of this knowledge is recognized, misperceptions remain; Traditional Knowledge is still often seen as something static, unchanged from one generation to the next rather than as something flexible and adaptive. Ethnographic research with the Vuntut Gwitchin First Nation challenges these perceptions. Their observations of contemporary environmental change in the western Canadian Arctic are becoming part of their Traditional Knowledge, proving that this system of knowledge is resilient and will continue even as the environment becomes ever more unpredictable.

Traditional Environmental Knowledge in a Changing Environment: Vuntut Gwitchin Observations of Change in the Yukon Territory

Paradoxically, the absence of HIV vaccine has been very structuring for global vaccine logics, and, more broadly, “global health” research. HIV vaccine research has oscillated between optimism and pessimism and has been central to the humanist justification for research in the South. From the attempt by the World Health Organization’s Vaccine Development Unit (VAD) on AIDS to become the centre of an “international” coordination effort to the diplomatic work involved with Thailand’s HIV research, I describe political contexts, and postcolonial power relations connected to HIV vaccine research. I argue that the failure of “international” coordination has paved the way for another politicization of global HIV vaccine research which led to a shift away from inter-state diplomacy to a “stateless” situation where the global vaccine logics contribute to the development of an experimental regime that relies on the capture of public resources and the availability of depoliticized biological subjects for the purposes of private valorization.

La Guinée présente une faible couverture vaccinale contre la COVID- 19 (28% en 22 février 2023). Au lieu de penser ce faible taux de vaccination comme un échec, nous proposons de le discuter comme une mise en cause locale de l’agenda de la santé globale. Cette étude repose sur l’ethnographie de la mise en œuvre de la vaccination en Guinée, réalisée par les deux auteurs, de mars 2020 à octobre 2022 dans la capitale et à l’intérieur du pays. Des acteurs de la santé et des individus vaccinés ou non ont été interrogés, et le contexte politique dans lequel la campagne s’est déroulée a été analysée. Loin d’une lecture homogène des acteurs de la santé globale, nous décrivons en quoi la politique vaccinale est tributaire de relations multilatérales et bilatérales qui façonnent son offre vaccinale. L’approvisionnement en intrants, la situation sanitaire, les tensions politiques concomitantes à la COVID-19 mettent en cause la légitimité des mesures préventives, notamment la vaccination. D’autre-part, les actions promues dans l’arène de la santé globale pour répondre à l’épidémie de COVID-19 (confinement, vaccination) ont fait fi des conditions politiques et biologiques que le virus rencontre en Guinée. En mobilisant la notion de biologie située (Lock), il s’agit de discuter de la pertinence d’un agenda universel pour la santé globale.
